In order for the module to be edited, you must create a page in the administrative part that refers to it.
For this purpose there is a special interface, available at: http://site.com/admin/admin/.
It is important to know that for connection to the page need semantic URL coincided with the module name. If you connect one of the non-core parts of the module (the file modules/module_name/admin/module_name.admin.part.php), it should be semantic URL module_name/part.
Example:
modules/clauses/admin/clauses.admin.category.php → http://site.com/admin/clauses/category/
